Understanding government in Canada
Canada has different levels of government, each responsible for services that shape your daily life. Understanding who does what can help you find the right information, access services more easily, and know where to go when you need support.
Canada has three main levels of government: federal, provincial, and municipal (local). Each level has its own responsibilities, but they often work together to deliver services.
Federal government
The Government of Canada is responsible for national and international matters such as immigration and citizenship, national defence, foreign affairs, and the country’s financial system, including banking and currency. It also oversees programs like employment insurance and works closely with Indigenous communities across Canada.
This is the level of government you interact with for immigration processes, citizenship applications, and federal benefits.
Provincial government
The Government of Ontario manages many of the services that affect your daily life in the province. This includes healthcare, education, driver’s licences, and social services, as well as policies related to housing and community support.
You will interact with the provincial government for health care, education, and many everyday services.
Municipal government
Municipal governments are responsible for services in your local community. In Waterloo Region, this includes both cities and townships, as well as the regional government that provides shared services across the area.
Local municipalities include the City of Kitchener, City of Waterloo, City of Cambridge, and the townships of Woolwich, Wilmot, Wellesley, and North Dumfries. The Region of Waterloo also plays an important role by coordinating services that are shared across all of these communities.
These services include public transit, waste collection, regional roads, and essential services such as public health, housing support, childcare, paramedics and water and wastewater systems.
This is the level of government closest to you, shaping your day-to-day experience in your community.
